LOCAL ELECTION RESULTS
With all 85 precincts reporting unofficial results in the 2019 Municipal Election in Lycoming County, there are some new faces in local government, starting with a the first democrat to be elected mayor since 1998.  City native Derek Slaughter edged Republican Eric Beiter by 752 votes, taking 56% of the vote in a race that garnered 38 percent voter turnout.  According to the Sun Gazette, Slaughter, a current city council member will vacate his city council seat, allowing current members of the group to interview potential candidates for the vacated seat.   Two Lycoming County Commissioners retained their seats but will be joined by a new commissioner, Republican Scott Metzger who received the highest number of votes followed by Tony Mussare and Democrat, Rick Mirabito.  Four City Council Seats were filled, Republican incumbent Councilwoman Bonnie Katz won the most votes followed by republican Adam Yoder, Vincent Pulizzi and Democrat Jon Mackey.  Click here for the full 2019 Municipal election results as reported by Lycoming County Voter Services.

METH DEALER CHARGED WITH FELONY COUNTS
A Montgomery man has been arrested after selling methamphetamine to an undercover informant in March and April of this year.  According to North Central Pa Dot com Cody Allen Benyo,  of West Huston Ave., Montgomery arranged the sale of the drug and allegedly approached a vehicle outside of his home to make the exchange.  According to police, the substance was  tested at Montoursville State Police headquarters, where they reportedly proved positive for the presence of meth.  Benyo was charged with four ungraded felony counts of delivery of a controlled substance, and bail was set at 90 thousand dollars on October 30th.

VOTING MACHINE OPINIONS ARE GOOD
Voters gave their opinions of the new voting machines in exit polls yesterday with a mixed bag of reactions that ran the gamut of approval.  According to the Sun Gazette, precinct judges and election officials in Loyalsock Township’s 5th district said they were satisfied with the new machine process.  Officials at the Montoursville borough offices said that the new voting stations there doubled the capacity and some people told the media the paper ballot used for validation purposes were a preferred way to vote.

NORTHUMBERLAND COUNTY ROAD MAINTENANCE TODAY
PennDOT maintenance crew in Northumberland County will replacing damaged delineators today on the Route 61 Veterans Memorial Bridge between the City of Sunbury and Shamokin Dam Borough. The left lane of Route 61 will be closed in each direction from approximately 9:00 a.m. to 3:00 p.m.

MORE LOCAL ELECTION RESULTS
By the unofficial numbers in the Williamsport City Council election, Republican incumbent Councilwoman Bonnie Katz had the most in last night’s general election with 2,565 and 15% of the vote.  Three new members of City Council were elected, Republicans Adam Yoder and Vincent Pulizzi, as well as Democrat Jon Mackey who had 14.44% of the vote.  Other close county row office races include the Lycoming County Register and Recorder in which incumbent Kathy Rinehart was defeated by republican nominee Dave Huffman by 288 votes.  Republican Thomas Heap won for Lycoming County prothonotary over Jeni Nash-Harvey with just over 70 % of the vote.  Voters approved the retention of the Lycoming County Common Pleas Judges on the ballot, giving over 80 percent approval from the 67, 854 registered voters to Judges Joy McCoy and Judge Marc Lovecchio.

OUTLYING LYCOMING COUNTY ELECTION RESULTS
In other areas of Lycoming County election results are a little more unclear, According to the Sun Gazette and unofficial results, the mayoral race in Montgomery appears to be undecided until write-in votes can be tallied.  Sean Leet receiving 91 votes while a write-in candidate received 166. Incumbent supervisors in Loyalsock Township Paul Nyman and John Bower will remain after receiving a majority of the votes for the six-year term. In Montgomery Borough Council’s three four-year term seats, Clayton Steward Sr. lead with 172 votes, followed by Rocky Sanguedolce with 156 votes and Laurel K. Green with 144 votes.  In Montoursville, Eric Greenway won the First Ward 4-year seat with 318 votes, with uncontested write-in candidates.  Robert Cronin,  from South Williamsport won the race to represent First Ward with  206 votes, followed by 185 votes for a write-in. Hilarie S. German had 132 votes.

TRANSPORTATION STUDY ADOPTED
A coordinated transit plan has been adopted by the Williamsport Area Transportation Study (WATS) Technical Committee.  After public feedback and a study by the SEDA-COG, the joint plan update considers all human service transportation needs with an emphasis on low-income populations, seniors, and persons with disabilities as they consider fixed transportation needs in the region. The newly updated plan considers transportation needs for the multi-county region as required by the federal government every five years.

SUNDAY HUNTING MAY HAVE TO WAIT
The law that will allow hunting on Sundays in Pennsylvania may not take effect until next season.  According to the PA Game Commission, the senate is scheduled to vote on the bill November 18th, but if it passes and is signed into law quickly, it doesn’t take effect until 90 days after the ruling which will be after early archery and firearm deer seasons have ended.  Commission officials say the best possible scenario is that they could choose one Sunday for Hunting in early 2020, either in the spring turkey season or another open season.

MAN ACCUSED OF SELLING OPIATES
A Lairdsville man was in District Court this week to face two charges of felony delivery of a controlled substance, felony use of a communication device and other drug related charges for allegedly selling prescription opiate medication to a confidential informant.  According to North Central PA dot com, Austin W. White arranged a sale of the drugs on his phone around noon on August 14th 2019 then presented 100 dollars-worth of opiate pills to the informant later.  White was arraigned yesterday at the Muncy Courthouse.

DAM PROJECT GETS FUNDING
A grant from the Federal Emergency Management Agency has been awarded to the Williamsport Municipal Water Authority to rehabilitate the Frank E. Heller Dam near South Williamsport.  Authority officials told the Sun Gazette that almost 177 thousand dollars will go toward planning of repairs of the dam which is categorized as a high hazard potential by the Pennsylvania DEP with massive flood potential on Heller Run.  State lawmakers who represent Lycoming County recently toured the area near the dam spillway and the funding which will be used for planning and design of the project.

UPMC CAN APPEAL TAX ASSESMENT DENIAL
A tax exemption request made by Sunbury medical facility has been denied by the Northumberland County Assessment Office.  According to WKOK, the county appeal board denied the 20 parcel request made by UPMC for exemptions that could have led to a loss of close to 400 thousand dollars for the county, city of Sunbury and Shikellamy School District.  According to  Northumberland County officials, UPMC has 30 days to appeal the decision to the Court of Common Pleas.

SOME LOCATION CHANGES FOR ELECTION DAY TOMORROW
Voters are encouraged to go to the polls today to make their choices in the 2019 municipal election.  There are a couple changes for voters to know listed on the Lycoming County Board of Elections website – lyco dot org.  The polling place for Upper Fairfield Township has been changed to the Community Baptist Church, 1853 Route 87 Highway and all of Clinton Township has been consolidated into a single precinct.  The polling place for all of Clinton Township will be St. John Lutheran Church at 196 Brick Church Road.  Sample ballots and information on using the new voting machines at your polling place is also at lyco.org.  Polls are open in 85 precincts in Pennsylvania today from until til 8pm.

WEAPON FOUND IN INMATES CELL
An improvised weapon called a shank was found in a female inmates cell at the State Correctional Institution in Muncy in August of this year and she will have a preliminary hearing on the charges next week in Lycoming County Court . According to North Central PA dot com Katelynn Soudan Harvey, 23 admitted the weapon with a 4 inch blade was hers after a search of her cell by correctional officers recovered it.  She  claimed the self made weapon was for self-defense.  Harvey is in Lycoming County Prison awaiting a hearing November 8th

PA TURNPIKE TO GO CASHLESS
The Pennsylvania Turnpike Commission has announced that there won’t be cash toll booths by 2021, possibly costing about 600 people their toll worker jobs – but according to authorities many will be retained in other positions.  Several cashless and E-ZPass-only tolls are already in use on the Turnpike. They say they will trade plan is for it to be fully cashless in two years. By 2026, all tollbooths could be replaced by overhead gantries. Drivers will have two options — get an E-ZPass or have their license plate photographed and receive a bill in the mail.

HELLBENDER SALAMANDER NAMED PA AMPHIBIAN
Did you know we have a state amphibian?  Thanks to Senator Gene Yaw of Loyalsock Township, legislation was passed naming the Eastern Hellbender salamander for Pennsylvania and it became official at a Lycoming College ceremony last week.  According to the Sun Gazette, the PA Student Leadership Council which is a program of the Chesapeake Bay Foundation, made the presentation and praised Senator Yaw for recognizing the importance of legislation that supports the state’s rivers and streams.  Officials from the CBF said The Hellbender can be an indicator of clean water across the commonwealth

COURT RULING KEEPS FAMILY LIVING TOGETHER FOR NOW
The Lycoming County DA filed for a revocation of supervised bail this week of 33 year old Maria Sweeting of Williamsport.  In February 2019, Sweeting was charged with drug and stolen firearm charges, as well as child endangerment, while living at a Brandon Avenue home with Grant Wright, a co-defendant in the case.  When Sweeting was in court for the February crimes earlier this year, custody of her child was transferred to her parents and the abuse case was closed.  According to the Sun Gazette, both Wright and Sweeting were released to live at that Central Avenue home last March.  Judge Marc F. Lovecchio said he denied the commonwealth’s motion last week to revoke Sweeting’s supervised bail, after hearing testimony from Sweeting’s mother and requiring in-court drug tests which Sweeting passed.  Lovecchio upheld the court ruling from earlier this year, allowing the woman to live with her child along with the child’s custodial guardians, Sweeting’s parents, stating that any future positive drug test would send her to jail.

MAN TO BE EVALUATED FOR STATE  HOSPITAL
A man with a long mental health history has been incarcerated and will be evaluated for admittance into a State Hospital on a long-term basis after being accused of indecent exposure in 2017and 2018.  According to North Central Pa dot com, Jason Holmes of Williamsport faces indecent exposure and other charges and if Pennsylvania drops those charges, Holmes could be admitted to Danville Sate Hospital if his circumstances fit the proper criteria for being treated at the facility.  Holmes is awaiting that decision in Lycoming County Prison after being removed from intensive supervision in October of this year.

WASHED OUT ROAD TO BE REPLACED
The Muncy Township Board of Supervisors approved the bid last week for a project that will open Turkey Bottom Road within an estimated 90 days.  According to the Sun Gazette, the roadway has been closed for about 4 months after a tributary of Muncy Creek flooded and washed the road away.  Getchen Site company was awarded the 125 thousand dollar bid and will work to secure the roadway before winter weather causes problems for drivers in the area.

MORE SECURE VOTING MACHINES IN USE
A more secure voting process is expected in Lycoming County tomorrow as voters take to the polls in 85 precincts.  The ClearVote voting system will allow voters to mark choices on the front and back of a paper ballot which will then be scanned and the voter notified that the ballot has been cast.  According to the Sun Gazette, the scanned ballot then goes into a secure bag so that the votes can be validated. As of April 2018, the U.S. Department of Homeland Security required a new voting system that provides a paper record and meets standards of security by this December 31

POLICE IDENTIFY BODY FOUND IN DANVILLE APARMENT
Police have identified a known drug offender in Montour County as the person whose body was found in a Center Street apartment in Danville last week.  According to WKOK, the Montour County coroner reported 36 year old Thomas Roney Jr. was found by a maintenance man last Friday morning around 9:30.  Roney Jr. was slated for arraignment December 9th in Montour County Court on a number of felony drug charges.  Also facing charges are 56-year-old Melinda Roney, and, 33-year-old Daniel Roney.   Media reports say an autopsy conducted Sunday did not reveal a cause of death.

FIRE CAUSES EVACUATION OF LEWISBURG STORE
William Cameron Engine Company, Milton, and White Deer Township volunteer fire crews responded to an electrical fire in the Walmart Supercenter in Lewisburg this past weekend.  According to the Daily Item, witnesses saw open flames showing during the emergency and fire officials said the fire in the store in Kelly Township may have started with a short in the wiring of one of the compressor units in the grocery section.  According to the Union County Fire Wire, staff and customers were evacuated safely and the fire was contained. Milton state police also responded to the scene, there were no injuries reported.

NO TAX INCREASES FOR LOYALSOCK TOWNSHIP
There won’t be a tax increase in Loyalsock Township after supervisors reviewed the 2020 budget which has projected expenditures totaling 4.6 million dollars.  The $50 each resident pays per 100 thousand dollars of assessed real estate, will fund projects and purchases to maintain parks, build the senior center, assist the Fire Company and pave area roads. According to the Sun Gazette Loyalsock Township officials discussed moving money from the general fund budget to the capital reserve fund budget for impending multiple separate storm sewer system (MS4) projects.

WILLIAMSPORT WOMAN FINISHES NYC MARATHON
Tens of thousands of runners competed in New York City Marathon last weekend. A two Kenyan runners took 1st in the men’s and women’s race finishing in 2 hours, 22 minutes and 38 seconds, and 2 hours and 8 minutes respectively. 51 year old Julie Pentico of Williamsport participated Sunday and was the 6th fastest woman, finishing
3, 583rd  in 3 hours, 17 minutes and 20 seconds.

WICKED WINDS BRING DOWN TREES, CAUSING OUTAGES
Storm Damage from the brief wild weather yesterday in Williamsport brought large trees down in several neighborhoods.  According to WNEP, a large tree came down on a home at the 300 block of Rural Avenue, and more damage was reported along Royal Avenue as well damage reported along the 200 block of Eldred Street.  Other witnesses say limbs and trees were coming down around them like the rain in the city, narrowly missing vehicles with drivers who were braving the storm.  PPL reported about 13 hundred customers were without power overnight. Schools with delays or closures due to the outages; Northeast Bradford is Closed today, 3 hour delays for Southern Columbia and Line Mountain Middle and High School – Line Mountain Elementary school should report as usual,  and Athens and Sullivan County Schools are on a 2 hour delay.

ACCUSED MURDERER HELD ON ALL CHARGES
A Lycoming County judge has determined that a man arrested after remains of a Montoursville woman were found in his Philadelphia storage locker, be held on all charges for the 2003 murder of Brenda Lee Jacobs.  After testimony about the case from a state police officer in court this week, Jade Babcock, formerly of Montoursville, who has been jailed since his September arrest, was charged with criminal homicide, abuse of a corpse and other charges.  According to the Sun Gazette, an autopsy on the legs found near Hepburn street in Williamsport this spring are suspected to be those of Jacobs, but the coroner has not positively identified those remains.  Babcock remains locked up the Lycoming County Prison with no bail.

PENNSYLVANIA LAWMAKERS SPEAK OUT ABOUT INQUIRY
Pennsylvania lawmakers have spoken out about House Democrats outlining the next phase of the impeachment inquiry into President Donald Trump yesterday.  US Representative Fred Keller of Kreamer said that the resolution that was up for a vote will lead to a fake transparency and less due process.   The 232-196 vote passed along party lines. No Republicans voted for the resolution.

JOB FAIR THIS WEEKEND FOR TIOGA COUNTY SKI RESORT
A Tioga County Family Resort is holding a job fair this weekend.  Ski Sawmill at 383 Oregon Hill Road in Morris is hiring for their 2019-20 season this Saturday November 2nd from 9am til 1pm.   Full and part-time, night or daytime positions are available which offer free-skiing benefits and in house discounts for employees.  Ski Sawmill is looking for snow makers, instructors, lift operators, kitchen staff and office assistants.  Experienced skiers with no experience of instruction can be trained to teach and will be considered serious candidates for the positions offered.

POWER OUTAGES CAUSE SCHOOL CLOSURES
The PPL website this morning is showing a little over 13-hundred power outages after heavy winds and rain blew through Williamsport since yesterday afternoon.  Heavy rains have also called for flood warnings in some southern areas of Central Pennsylvania through Saturday afternoon.  There are flood warnings in Lycoming and Sullivan counties that ended at about 1am this morning.  Power officials in Lycoming County say they are reporting around 600 outages mid-morning and will restore power to customers affected as soon as possible. School affected by the outages, Northeast Bradford is closed today, Southern Columbia School District reporting a 3 hour delay due trees down and electrical issues with downed  power lines.  Line Mountain Middle and High School is in the same boat with a 3 hour delay, but the Elementary School is in session as scheduled, also Athens and Sullivan County Schools are on a 2 hour delay.

SUSPECT FLEES ON FOOT, APPREHENDED A FEW BLOCKS AWAY
Williamsport Police chased a man suspected of selling narcotics on foot before apprehending him near Firetree place on October 27th, 2019.  According to the Sun Gazette, police observed Seneca Mitchell of Dove St who exited the rear passenger door of a vehicle in an area known for drug activity Memorial Avenue and Campbell Streets.  When police attempted to interview Mitchell, he fled on foot.  Evidence was discarded along  the route where Mitchell ran, including a substance that was suspected fentanyl was found by authorities.  Mitchell was charged with manufacture, delivery or possession of narcotics with intent to deliver and related charges. He is in Lycoming County Prison today in lieu of $50,000 bail on a Nebbia hold which requires funds be from a source that is reliable. His Preliminary hearing is November 5th.

FORMER PROBATION OFFICER PLEADS GUILTY IN PLEA DEAL
A Herndon man will be sentenced in January after pleading guilty to stealing more than $31,000 from Northumberland County.  Former Northumberland County Chief Probation Officer  Jimmy Cortelyou admitted he stole the money from house arrest funds from the probation department between 2014 and 2016, and was charged with one felony county of theft by failure to make required distribution of funds. According to the The Daily Item three other felony counts and one misdemeanor count were dropped as part of the plea deal.

SUMMER READING PROGRAM BRINGS NEW BOOKS
Thanks to those who participated in the “Millionaires Read” and the James V Brown Library summer reading programs, the Williamsport Area School District Education Foundation has distributed 122 new books dedicated to a summer reader as part of its annual Building Libraries Through Literacy Program.  The Foundation’s program added close to 1,220 books since 2011 to the elementary library system’s inventory through the summer readers’ efforts.

NORTHUMBERLAND COUNTY DA WARNS OF LETTER SCAM
There is another insurance scam that has been reported affecting Northumberland County residents.  Local residents say they received a letter from someone who who claims to be an auditor and consultant for JM Associates of Ontario saying they are the beneficiary of a multi-million dollar life insurance policy from a deceased relative.  Recipients of the letter are advised to not reply and never share personal information with parties who contact you and are unknown.

WOMAN SENTENCED FOR ENDANGERING THREE CHILDREN
A Williamsport woman has pled guilty this week to three first degree counts of endangering the welfare of three children under her care.  Lycoming County detectives conducted a drug investigation in September and arrested Marquia J. Johnson of Williamsport for one count of possession of a controlled substance.  Johnson was sentenced to some jail time with credit for time served, 12 months of parole for each child in her care, community service, she must undergo a drug and alcohol assessment and get her GED.

STATE GRANTS HELP COMPANY EXPAND
An expansion is in the works for a local woodworking company who plans to hire 20 new full time employees and integrate modern technology using help with grants from the state.  According to the Sun Gazette, Hermance Machine Company in Williamsport received state workforce development grants working through the Pennsylvania Governor’s Action Team, totaling 136 thousand dollars.  They will now add 2 product lines, improve the online store and look to increase showroom space after outgrowing their current location at 178 Campbell St. Officials from the company said they will commit $3.16 million towards the expansion project.

EMT COURSE OFFERED IN FOUR PA LOCATIONS
As the effort continues to boost support for emergency first responders and encourage recruitment in EMS careers, Workforce Development at Pennsylvania College of Technology will offer an Emergency Medical Technician course at several locations starting in January of 2020.  According to a press release, four locations will offers the course in Williamsport, Bloomsburg, Wellsboro or Lewisburg.  The course employs Internet-based, streaming-video education model. Students will then work at case studies and skill drills to apply their understanding with hands-on activities. The deadline to register is 1pm on December 19th.

HALLOWEEN PLANS AFFECTED BY WEATHER

WILLIAMSPORT MAN ARRESTED FOR BURGLARY
State Police in Montoursville say they have arrested a man for an attempted burglary at a Loyalsock township home.  Police were called to a disturbance Tuesday night at the 1900 block of Poco Farm Road and discovered that Jason Wherley of Williamsport,  had attempted to gain access to the home by smashing a window of the rear door with a rock.  According to North Central PA, Wherley was taken into custody and charged with attempted burglary, criminal trespass, public drunkenness and related charges.  He was taken to Lycoming County Prison in lieu of $35,000 bail with a preliminary hearing November 4th.

WOMAN ATEMPTS TO THWART CHILD ABUSE INVESTIGATION
A woman who provided misleading statements during interviews with police about an ongoing child abuse case in Trevorton, has been arrested by Stonington State Police.  According to WKOK, Christy Willis of Sunbury tried to prevent in investigation into the mother of Arabella Parker, 23-year-old Samantha Delcamp, and the mother’s boyfriend, 19-year-old Jahrid Burgess.  The little girl remains in critical condition at Geisinger Medical Center.  Willis was arrested with two felony counts including intimidation, and a misdemeanor count of false reports to authorities.  She has been committed to Northumberland County Prison in lieu of $200,000 cash bail. A preliminary hearing is set for November 15.

TWO TEENS CHARGED WITH THEFT OF GUNS AND AMMO
Two teenagers from Middleburg have been arrested after police say they stole a gun and ammunition from a home in Kreamer.  State police in Selinsgrove said this week that they are investigating the theft of a 9mm gun and its ammo that occurred at a home on Freeburg Road in Middlecreek Township this month.  Troopers said they have located the gun and have filed charges against two males ages 15 and 16, who’s names are not being released.  Total value of the theft was about 350 dollars

NEW TURN LIGHT IN DANVLLE
PennDOT has installed a flashing yellow arrow at an intersection in Danville in an effort to make the roadway safer with the upgrade.  The intersection of Route 11 and Railroad Street in Danville marks the first FYA signal in PennDOT District 3 according to PennDOT. Benefits of the new signal include reducing left-turn crashes as much as 20 %, and keeps traffic moving by offering motorists more opportunities to make left turns.

SUNBURY YMCA RECEIVES GRANT MONEY
The Central Susquehanna Community Foundation’s Sunbury Area Health Fund has given a seven thousand dollar grant to the Sunbury YMCA.  According to the Daily Item, they’ll use the money for their youth programming.  The Sunbury Area Community Foundation provides charitable healthcare needs in the Sunbury region.  Get information about the Sunbury Y at  gsvymca.org.

STATE POLICE DISCOVER HEROIN DURING TRAFFIC STOP
Over 2 thousand bags of heroin were found Saturday by state troopers during a traffic stop on I-80 in Liberty Township.  According to The Daily Item, State police stopped the driver 27 year-old Jhalil Moore of Williamsport and passenger, 26 year old Tazmear Cooley of Harrisburg, after noticing alleged suspicious behavior in their vehicle.  Police said they found marijuana and 44 bricks of heroin with 50 bags per brick. Both men were committed to Montour County Jail in lieu of $100,000 bail.

REASSESSED PROPERTY LOWERS TAX REVENUES
A property tax change for a business in Snyder County will result in losses of tax revenue for several groups.  According to WKOK, the assessed property value for the Wood-Mode property in Kreamer was lowered from $12 million to $8 million, and the Selinsgrove property was lowered from just over $2 million to $ 1 million.  The change means Midd-West School District will lose over $40,000 in taxes a year, the county will lose over $12,000, and Middlecreek Township will lose just under $1,500 a year, including hydrant taxes.

POLITICAL FORUM FOR MAYOR, COUNCIL DRAWS BIG CROWD
A room full of over 130 constituents came to the Trade and Transit Center in downtown Williamsport to hear the Mayoral and City Council candidates for whom they have an opportunity to vote next Tuesday, November 5th.  An elevated exchange of comments between current Mayor Gabriel Campana, who is a write in candidate next week, and mayoral candidate, Democrat Derrick Slaughter, when talking about transparency in finances and economic development plans, got the audience reacting with applause for Slaughter.  Republican candidate Eric Beiter commented that it’s important to remove a toxic culture in City Hall, in order to not repeat a negative cycle in city government.  Many of the City Council candidates had the same vision for the city – public safety, praise for Williamsport Police Chief Damon Hagan and assisting the police as they continue to work hard for the city, and finding the funding for upcoming levy projects and public park restoration and refurbishment.  The 7 candidates each touted a commitment to the City of Williamsport to find the solutions needed that would use the best practices for the public.

HIGH SCHOOL FOOTBALL TEAM FORFEITING PLAYOFF GAME
Bloomsburg High School will be forfeiting their first round district playoff football game to Mount Carmel after Panthers head coach, Kevin Seabrooks was removed from his position in October after a 2-5 start.  According to WKOK, the Bloomsburg athletic department said there was irreparable damage done to the team. Mount Carmel will now face the winner of Troy and Line Mountain in the District 4 Class 2A semifinals next week.

JURY SPLIT ON CONVICTION OF WILLIAMSPORT MAN
A jury split their decision over a ruling in Lycoming court against Arthur Reed of Williamsport who was involved in a domestic dispute with his girlfriend in November of 2018.  A jury found Reed guilty of assault and harassment but did not convict him of a felony count of aggravated assault.  Reed’s girlfriend Natalie Trimble-Warzel came to his Market Street residence in November of 2018, under the impression he was suicidal, but he allegedly attacked Warzel who then fled and called police.  According to the Sun Gazette, during the arrest, police said Reed was intoxicated and seemed to be subject to mood swings.  Reed has been in Lycoming County prison since December of 2018 with new felony charges of witness intimidation added to his case. He has a pre-trial hearing this December.

LEGISLATION COULD REFORM PA ELECTIONS
The most comprehensive effort to modernize and improve Pennsylvania’s Elections since the 1930 was passed by the House of Representatives yesterday.  Senate Bill 421 establishes mail-in voting and eliminates the straight-party ticket option from ballots. The legislation also provides 90 million dollars for the state to help every county pay for newly required modern voting machines.  The legislation now returns to the Senate for further consideration.

SEWER FEES WILL GO UP TO MANAGE STORM WATER
Certain neighborhoods are facing storm water runoff management costs in the upcoming year.  South Williamsport and DuBoistown will see a sewer bill increase of about 10 dollars a month or 120 dollars per year to generate the 550 thousand dollars needed for the first year.   They will work in partnership with the Lycoming County Water and Sewer Authority.  According to the Sun Gazette, the fees allow residents to avoid a real estate millage increase.  The storm water program is part of the Chesapeake Bay Pollution Reduction Plan which requires compliance with sediment reduction, and phosphorus & nitrogen reduction.

PITTSBURGH SINK HOLE REPAIR CLOSES ROAD FOR WEEKS
One person was injured and the driver listed as unhurt after a city bus in Pittsburgh dropped into a sink hole just a few blocks from Heinz Field yesterday.  A sink hole swallowed the back end of a city bus and another car around 8am Monday due to a water main break under the intersection of Penn and Tenth streets.  According to media reports by Pittsburgh public safety.  There were no evacuations necessary but water service in the area and electricity was affected.  According to WXPI, the street could be closed for 6 to 8 weeks as crews work on the construction there.

SECOND POLITICAL FORUM FOR COUNCIL AND MAYOR TONIGHT
Seven City Council candidates and two Mayoral candidates are on the ballot for the November 5th election in Williamsport and there will be a public forum tonight to hear each of the candidates in the running to discuss the issues.  Candidates for City Council are David Banks, Tiasha Machuga and Jon Mackey – Democrats, and Republicans Bonnie Katz, Vincent Pulizzi, Adam Yoder and Bill Hall.  City Councilman Derek Slaughter, a Democrat, and Republican Eric Beiter are on the ballot for Williamsport City Mayor, with incumbent Mayor Gabriel Campana seeking re-election through a write-in campaign. The forum will be in the Michael Ross Room of the Trade and Transit II building, 144 W. Third St., in downtown Williamsport at 6:30.  Doors open at 6.

SNYDER COUNTY CONSTRUCTION
A Penn DOT project may delay traffic today in Snyder County.  Crews are scheduled to replace a pipe on Route 522 outside of Middleburg Borough with lane restrictions starting from 7:30am until about 3:30 pm  The same crews will work on Route 204 between Salem Road and Erdley Church Road in Jackson Township, tomorrow during the same times.

WOMAN STEALS ITEMS AT MUNCY GROCERY STORE
A Muncy woman has been arrested after she allegedly failed to scan items and at a self-check-out at a local grocery store, stealing almost 15 hundred dollars-worth of items between July and October of 2019.  According to North Central PA dot Com, 41 year old Vanesssa Marie Meyer is charged with felony counts of retail theft and conspiracy to commit retail theft at the Weis Markets on East Penn Street in Muncy.  She’s awaiting a preliminary hearing.

LACK OF SPEEDY TRIAL MEANS CASE DISMISSED
A Williamsport man has had his retail theft case dismissed after the Commonwealth failed to provide him with a speedy trial.  According to North Central PA dot com, charges against 25 year-old Bruce Lambert Jackson Jr were filed February 5th 2018 and the PA code says that a trial must occur within 365 days of the documents filed.  Attorneys for the Commonwealth said the delay should be excusable because Jackson Jr is facing other felony drug counts in an unrelated case from a hearing in August 2019 that needed to come first. Lycoming County Judge Nancy L. Butts dismissed the retail theft charges.

COUNTY RESIDENTS BECOME CITIZENS
Forty-seven people from Lycoming County were naturalized in front of Magistrate Judge William Arbuckle last week and were granted citizenship into the United States.  U.S. Rep. Fred Keller, of Kreamer and the Lycoming County Daughters of the American Revolution were at the ceremony to congratulate the new citizens.  According to the Sun Gazette, Judge Arbuckle called the day in court one of the happiest since he gets to bestow the rights of citizenship to people completing the process to be an American.  Among those naturalized include an engineering student at Penn State University originally from China, and a pastor who is from Guatemala and living in Milton.

FUNDS ANNOUNCED FOR FIRST RESPONDER RETIREMENT PLANS
Yesterday was National First Responders day and during a meeting of the Pennsylvania Professional Firefighters Association, Pennsylvania Auditor General Eugene DePasquale announced a boost in the amount of $328.2 million in state aid for retirement plans for police, paid firefighters, and other municipal workers who dedicate their careers to keeping communities safe.  According to a press release from the PA auditor General,  the help goes to 1,497 municipalities and regional departments to support pension plans covering police officers, paid firefighters and non-uniformed employees, and comes from a 2 percent tax on fire and casualty insurance policies sold in Pennsylvania by out-of-state companies.

MEAT PROCESSING PLANT FINED AFTER FATAL ACCIDENT
OSHA has fined a local meat processing company about 50 thousand dollars for safety violations discovered after an employee was killed in a meat grinder accident there. Authorities  say 11 serious violations were found at Economy Storage Locker Company in Pennsdale after the death of employee Jill Greninger on April 22nd of this year.  PennLive dot com reports there were no witnesses to Greninger’s death but among the OSHA violations reported after the accident were employees operating the mixer with the lid open, exposed rotating blades and other safety hazards.  No word on whether the company is planning an appeal to the civil penalties for the violations.

WOMAN SENTENCED FOR ARMED ROBBERY
A Lycoming County judge sentenced a woman who robbed a Williamsport business at knifepoint last January to 29 months to 5 years in state prison, acknowledging her remorse for the crime.  Judge Marc Lovecchio sentenced 23 year old Jahnasia Wiggs for first degree felony robbery of money from Cupps Vaccuum Service and a Williamsport Turkey Hill, and according to the Sun Gazette, stated the crime was related to the defendants struggle with addiction.  Wiggs is currently in Lycoming County Prison awaiting transfer to a state correctional Insitutiuon

POLICE REGIONALIZATION DECISIONS COMING SOON
There was a public meeting last night to discuss police regionalization and the potential changes in police coverage in the DuBoistown Borough. The discussion mainly focused on the potential of disbanding the borough’s current police department and paying South Williamsport for 24/7 coverage.  According to the Sun Gazette, law enforcement officials shared different police coverage scenarios detailing budget differences and tax rates at the meeting.  Residents in attendance indicated they would prefer to not merge with South Williamsport.  Action on the matter will take place at the November 7th Duboistown Borough Council meeting.

NEW VOTING MACHINE COSTS TO BE REIMBURSED
Northumberland County’s expenses for the new voting machines will be reimbursed by state and federal sources.  Northumberland County Commissioner Sam Schiccatano told WKOK that county commissioners will vote on which new machines to order by the end of the year to qualify for state refunds.   A federal grant is also possible that would bring a total reimbursement of 700 thousand dollars of the one million the machines cost.  The voting machine purchase agreement will be in place by December of this year.

FORMER ATTORNEY FACES JAIL FOR CHILD PORNOGRAPHY
A former Lycoming County attorney faces 3 to 8 years in prison after pleading guilty to 11 counts of second degree counts of child pornography in July of 2019.   North Central PA dot com reports that Police searched 66 year old James R. Protasio Cogan Station’s home in 2018 and found over 500 explicit images, but he doesn’t qualify as a sexually violent predator.  Protasio is free on 99 thousand dollars unsecured bail.  Hi sentencing hearing is scheduled for November 20.

NEW WINDOWS FOR WILLIAMSPORT HIGH-RISE
The Lycoming County Housing Authority met yesterday and approved new windows for part of the William Hepburn high-rise apartment complex.  The Sun Gazette reports that Interstate Building Materials, Inc , the contractor who installed the first round of windows on the lower floors were able to charge about 190 thousand dollars less due to their experience on the project.  The work is estimated to cost about 417 thousand dollars, take just over a month and start in December.

COMMISSIONERS APPROVE FUNDS FOR STEP PROGRAMS
Lycoming County Commissioners approved funding for several outreach agencies that support residents in Lycoming County.  The commissioners voted on several agreements with STEP agencies for urgent housing needs for local individuals and families.  Commmissioners also lowered the annual cost by over 2 thousand dollars for the renewed contract with Northpointe/Equivant for software used in the county prison and adult probation evaluation programs.  Their next meeting is 10 a.m. Tuesday, Oct. 29.

SURVEY WORK ON SNYDER COUNTY ROADS NEXT WEEK
Motorists who travel Routes 11/15 and 61 in Snyder County are advised there will be rolling lane restrictions next week in Monroe Township and Shamokin Dam for survey work.  The project will take place between the hours of 9:00 a.m. and 3:00 p.m each day starting Tuesday, October 29 – the work will be northbound and southbound from Commerce Lane to Lori Lane. With more work there through the week.Motorists should be alert for survey workers and shadow vehicles daily.

MAN ARRESTED FOR DISCHARGING FIREARMS
Firearms were discharged surrounding a domestic disturbance in a Hughesville trailer park Tuesday around 8pm.  According to North Central PA dot com, police arrested Tanner Barry Sanders of Hughesville, who allegedly discharged .22-caliber bolt-action rifle and a 12-gauge shotgun during an argument with a female victim in a residence on Boak Avenue in Wolf Township.  Sanders then tried to conceal the firearms from police and fled the scene. Montoursville police took Sanders into custody about an  hour later.  He was committed to the Lycoming County Prison, unable to post the $20,000 straight bail – his preliminary hearing is November 1st.

CORONER DETERMINE CAUSE OF INMATE’S DEATH
The death of an inmate that the Northumblerland County Coroner was investigating at the SCI- Coal Township facility has been declared a suicide.  James Kelley told WKOK that 51 year-old Basilio Davilia hanged himself inhis cell and died a short time later.  The man had been incarcerated since march, serving a 2 and half to 5 year sentence for illegally possessing firearms.

PA CONGRESSMEN TRAVELS WITH PRESIDENT
President Donald Trump was in Pittsburgh yesterday addressing a crowd of about 9 thousand people who were at a natural gas industry event at the convention center downtown.  Congressman Fred Keller of Kreamer traveled with the President on Air Force One.  The president gave the keynote address Wednesday afternoon and talked of generating manufacturing jobs and praising industry workers from Pennsylvania, Ohio and West Virginia, now swing states for the 2020 election.

LIMITED SUNDAY HUNTING VOTE COULD PASS
A vote to allow hunting on 3 specific Sundays in Pennsylvania is moving forward, now that a committee vote passed and the bill is heading before the general assembly.  State leaders said in a press release that if passed , the law will not take effect until the 2020 hunting season, with two of the Sundays for hunting will be in conjunction with deer and rifle while the last one will be in conjunction with deer and bear seasons.

I-80 TRUCK ROLLOVER CLEANED UP
The tractor trailer rollover is all cleaned up today after a lane on I-80 was shut down for several hours in Buffalo Township yesterday morning.  WKOK reports that one person was hospitalized after a tractor trailer rolled over on I-80 east around mile marker 198 at about 520 am.  Police and emergency crews opened up the left lane of the Union County highway in Mile Run before noontime.

JUDGE DENIES FACILITY CHANGE FOR INMATE
An accused meth lab operator has asked a Lycoming County judge to be moved to a State correctional facility from the county jail in order to be in the Medication Assisted Treatment program. North Central PA dot com reports Michael R. Puch (pooch), of Jersey Shore asked for the change so he can go through rehab with a new commitment to sobriety, but Judge Mark Loveccio, citing Puch’s non-compliant prison behavior record, eight disciplinary infractions since January 24, 2019, denied the request, saying he was not a good candidate for the program.

SUPERVISORS WORKING ON VEHICLE ORDINANCE
At the Loyalsock township supervisor meeting last night, residents are still working to present their concerns about enforcing an ordinance that prohibits campers, tractor trailers and other commercial vehicles on properties in the township for more than 48 hours.  The supervisors heard from residents trying to get input on a compromise that works for the community.  The Sun gazette reports that the ordinance requires commercial vehicles to be set-back 5 feet behind the front building line of the house.  Some residents proposed a seasonal change to the ordinance.  The next Loyalsock Township Supervisors meeting will be held on Nov. 12 at 7:30 p.m. at the township building on East Third Street.

DRUG TAKE BACK DAY IN MONTOUR COUNTY
National Prescription Drug Take-Back Day is this Saturday and the public is invited to bring their unwanted or expired medications to designated disposal areas.  Montour County officials will participate Saturday, October 26 from 10 a.m. to 2 p.m. at the Montour County Courthouse in Danville.  This free and anonymous service includes
controlled, non-controlled and over-the-counter medications.  North Central PA dot com reports that in Montour County alone, over 75 pounds of prescription pills were collected in two take-back events in 2018.
